My feeling has always been that if it's not composed specifically for the game, then it's not "game music" and shouldn't be allowed. Site is so dead lately it doesn't really matter though :(

This is something I've never seen before. There's a tab in the submissions for a game called Valiant Hearts. But most (possibly all) of the soundtrack is made up of stock music from a website. Of course the immediate problem with this is that a song can be featured in several games or films. El Estadero is a song used in COD: Ghosts, Mercenaries 2, and Godfather 2. It's a latin song that I assume is used for an in-game radio. It's kind of interesting that there are different versions of the song that add or subtract instruments and nearly every song on APM's site has these variations. Both Resistance 2 and 3 use over 40 licensed tracks for the in-game radio.
Now those kind of songs should probably be treated like any Guitar Hero / Rock Band / Rhythm Game soundtrack and not have tabs posted. There can be exceptions for stuff like Rhythm Heaven or Gitaroo Man that have original music made specifically for the game.
Then you have Ungharesca which I never would have guessed was a licensed track, it sounds like it would fit into Assassin's Creed: Revelations, but unless I looked it up I would have assumed the main game composer wrote it. Side note: Jesper Kyd, composer from the Ass Creed series, has a few licensed tracks on APM, so somebody could possibly use his track in a game that he is otherwise uninvolved.
And now there's Valiant Hearts, which I just happened to find out uses licensed songs. But if we reject this soundtrack and set a precedent for no licensed music on the site, some tracks might slip through that I didn't know were licensed.
I'm kind of leaning towards just letting these songs on the site, since I can't be bothered to research if a song was licensed or not, unless it's really obvious like an in-game radio.

This pretty much sums up my thoughts in regards to that, and licensing shouldn't be an issue as long as people aren't submitting other peoples work. Then again I'm not 100% sure what applies for the website as I live in Canada.
Also didn't we figure out that we would allow some anime music but primary focus is video games???

Alright, I just wanted to check first because people have had different opinions about vocaloid, anime and western tv tabs in the past.
We probably won't get many submissions for licensed songs anyway, but I'll try not to let any through by mistake.

This isn't quite the same thing as licensed music, but we just got a tab for Dead Rising 2 which might be plagarized.

There could be others from the game, at least for the shopping mall themes. It might be possible that the composer got permission to arrange the song, but that's doubtful.
This has happened in other games too. Doom is probably the go to example. The DBZ Budokai series has a lot of songs that people suspect are copied from bands along with music for Dragonball Kai; the composer was eventually fired for it too. Earthbound has quite a few songs that could be considered plagarism. And it happens in a lot of anime, coughYokoKannocough, when composers get a little too attached to temp tracks.
I don't think I would reject these songs though. Just like I said with the licensed tracks, I won't always be able to catch these kind of things, I just got lucky on this one by reading a comment on youtube pointing out the song that was ripped off.
Plus it's always a touchy issue when you try to claim plagarism. There are always people who say "well with all the music in the world some of it is bound to sound similar" and I wouldn't want to fimrly claim that a track is plagarized when it might not be.

Well I don't know if You should accept it or not. So the problem is that licensed songs must be rejected, but if You reject mine, then You will have to clear all licensed songs off the website?
What is the worst that could happen?
Just let Me ask You to tell me the decision as soon as possible, because I'm working in another Valiant Hearts tab and I'd hate to see rejected my first two tabs.
