Have your fingers on the first and third frets, play the third fret note, then pull off your finger so only the first is covered, then pull of that finger. Make sure to do it quickly.
Called a hammer on/pull off. ^_^

h means to hammer or place you finger over the fret with out strumming it quickly and p mean to pull or remove you finger and the note, chord, of fret after it should be produced x)

also, i don't think that the tabber took into account that it would just be two pull-offs, rather than a hammer-on/pull-off
