The game was postponed in various regions because of censorship issues. It does not seem to play in-game, though it is found as track no. 09 on the accompanying Silent Hill: Homecoming Original Soundtrack. This mandolin sound most likely was created from a sample again; Though it might also be a Japanese koto, Chinese guzheng or something along those lines. My European bowl/flatback instruments do sound like this, but I understand that American ones might not. Akira could have manipulated the pitch digitally either way, but I do feel it is important to point out that the lowest note here is a G3. Which is the end of the range of the mando [standard tuning] with it's open G string and might be a further hint to it being that and not a different virtual instrument. You can use a plectrum or finger pluck to get the desired effect, as those are all singular notes in the first segment.
